Milwaukee County Board of Supervisors Covering Up The Corruption in The County's Disability Program (DECA)

As I said in my blog dated 6/21/06 - It is my belief that: none of the members of the Milwaukee County Board of Supervisors is interested in exposing the long standing and ongoing corruption & cover-up I believe is taking place in Milwaukee County's disability program (DECA). Even though, each of them was elected via a mandate, by the taxpayers, to "Clean-up County Government."

The reason that I say that is because: although I have repeatedly asked the entire County Board to expose and/or hold people accountable for the longstanding and ongoing corruption & cover-up I believe is taking place in the DECA Program - they have refused to do so. A refusal I believe has denied several thousand individuals with disabilities (in the DECA Program) the opportunities that the program was designed to provide for them. Opportunities that are supposed to assist those disabled individuals in becoming "eligible for employment in 'civil service' positions in Milwaukee County government" (see DECA web site - http//www.county.milwaukee.gov/display/router.asp?docid=8000 - for information on the DECA Program's stated purpose) (see: Blog - Dated Wednesday, 6/21/06 - on the lower portion of this page - for more information concerning the corruption & cover-up I believe is taking place in the DECA Program).

Applicable quotes - by County Board Members (the byproduct of numerous e-mails, phone calls and in person conversations - asking for help)

“We have the 1987 grievance you spoke of, along with its supporting documentation.” – A voice-mail message left by Milwaukee County Supervisor Mark Borkowski, on 4/24/02, confirming the date, time and specifics of a meeting - at which I was suppose to receive a copy of a 1987 grievance. A grievance I believe caused the discriminatory Milwaukee County Department of Human Resources “policy” - referenced in a 1987 HR memo (more “policy” information available - on 6/21/06 blog). A grievance I also believe would have supported my claims concerning the corruption & cover-up in the DECA Program. I attended that meeting with Supervisor Borkowski, the Director of the DECA Program and his assistant (on 4/26/02) and at it I was told that, “they did not have the 1987 grievance and that they were not told to look for it, they were confused.”

"I will not hold those people accountable. I have to be able to work with them." - Milwaukee County Supervisor Mark Borkowski's 5/10/02 response - when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program (see: 6/21/06 blog for his 1993 response).

“I am not going to do anything about it because: Supervisor Borkowski decided to not pursue it.” - Milwaukee County Supervisor Jim "Luigi" Schmitt’s 5/13/02 response – after receiving my 5/7/02 e-mail, and after being brought up to speed on my concerns (via: State Representative Peggy Krusick’s letter and what I told him and his assistant). Supervisor Schmitt took that stance, despite the fact that he had DECA candidates that were his constituents.

"I turned the matter over to individuals I thought could resolve the issue, and those persons told me that your concerns and assertions were being addressed. I will get back to you – in three days." - Milwaukee County Supervisor John Weishan Jr.’s 8/28/02 response - when asked (at a meeting held at St. Rafael The Archangel Church) why he ignored several e-mails, I had sent to him, asking him to expose and/or hold people accountable for the corruption/cover-up in the DECA Program. Supervisor Weishan never “got back to me.”

"I will check with some people, and I will get back to you." - Milwaukee County Supervisor Roger Quindel's 9/3/02 response - when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program (see: 6/21/06 blog for his 1993 response). Supervisor Quindel never “got back to me.”

"I am not going to do anything because: Milwaukee County Supervisor Mark Borkowski does not want me to get involved in it. I should direct my anger toward Milwaukee County Executive Scott Walker. If County Executive Walker was not going to do anything about the matter - he nor Supervisor Borkowski could do not do anything either." - Milwaukee County Supervisor Anthony Zielinski's 9/4/02 response - when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program. He responded in this manner, despite the fact that he was told that, “County Supervisor Mark Borkowski refused to help me, and that he (Supervisor Zielinski) had DECA candidates that were his constituents.” At the end of our conversation, Supervisor Zielinski put Supervisor Borkowski on the line – wherein Borkowski proceed to - scream at me, make several outrageous accusations and ended up hanging-up on me in the middle of my trying to respond to one of his accusations.
